Challenge and approach

Security in Ukraine is not only a matter of defence against external aggression. It is the capacity of state and society to act, learn, and transform simultaneously under conditions of protracted war. The Frontier Institute approaches security not as a narrow sector but as an ecosystem in which institutions, society, human capital, and the state’s capacity for strategic action are deeply intertwined and influence one another.

Global security discourse operates within three competing logics — the defence approach (state capabilities and resources), human security (individuals and communities), and resilience (continuity of state functions over time). Ukraine’s war is the situation where the absence of synthesis and holistic approach between these logics becomes an existential vulnerability.

• Develop intellectual frameworks for transforming best security practices
• Create spaces for dialogue between military, state, and civilian actors
• Enhancing knowledge management: comprehensive study of the most effective practices used by leading military units, with the goal of standardizing, adapting, and implementing them to enhance the combat effectiveness of the entire army.
• Work on the themes of national resilience in protracted attrition, mobilisation policy, institutional memory, and the culture of accountability
